Minutes of the Aylesbury & District League Executive Committee Meeting held on Wednesday 4th January 2012 at Bucks CC Sports & Social Club

Officers Present :

The meeting began with a discussion with a representative from League Registrations Ltd who deal with Photo ID. It was agreed that we would proceed with the proposed introduction and that clubs be called to a Special General Meeting where a presentation would take place. Ex – Servicemans Club to be booked and clubs made aware of date and time.

The minutes of 7th December were agreed as a true record.

Matters Arising :

* No update as yet from County FA re Elmhurst / P&IC abandoned match.

* No response from County FA re suspension lists.

* Aylesbury RA have had no feedback re Facebook content.

* League jackets – new sample not yet to hand.

* Wingrave FC – confirming they will ask bar / club not to allow alcohol to be consumed pitchside.

* Thame Town, Elmhurst and Bedgrove Utd Res not fined last meeting for failing to send in a report for low referees mark. All fined £10.

* No reply from County FA regarding how to become a feeder league.

* Bierton FC. Club owes considerable amount of money to a variety of organisations. Agreed to accept no transfers for players wishing to leave club.

Correspondence :

* Brill FC – temporary change of Secretary and new telephone number for emergency contact. See end of minutes.

* Northchurch FC – new address for Secretary (see end of minutes).

Treasurer’s Report :

* Income since last meeting £85 (fines), expenditure £456 (telephone £110, laptop £346). Balance now stands at £18,051.

* December fines will be sent out with January’s.

* Bierton FC repayment plan still to be arranged.

 

Fixture Secretary’s Report :

* Quarter final draws done for Field Shield and Sheffield Jackman Cup.

* Dates for semi finals of competitions agreed.

* There is a new local independent Aylesbury based football website edited by Steve Downer on www.footballaylesbury.co.uk

Referees Secretary’s Report :

* Aylesbury Wanderers gave Lester Fenty a low mark but no report received. £10 fine to be imposed.

Any Other Business :

* It has been noticed that the Swiss FA have recently deducted 36 points from a Swiss side who fielded ineligible players.

* Rules meeting scheduled for 29th February. Any proposed rule changes from clubs must reach league Secretary by 28th February.

* AGM to be scheduled for 28th June and the pre season meeting 9th August.

There then followed a meeting with representatives from St Johns Magnets FC who were appealing against the Committee’s decision to award their Reserves match to Oving on 5th November. Peter Rice began the appeal by reading out a statement on behalf of the league. Ron Gaffney, Secretary of St Johns Magnets responded by reading his own statement.

After a lengthy discussion it was agreed that the problem was an internal club matter and that the decision would stand. Ron said that an appeal would be made to the County FA.

Brian Constable was invited to attend the meeting to give his account of the abandoned match between Elmhurst and P&IC Utd. Brian refereed this match and gave his report and answered questions put forward by the Committee. The matter is being dealt with by County FA and the matter will be discussed once a decision has been reached by them.

The minutes of 2nd November were agreed as a true record.
 
 
Matters Arising :

* Peter Rice met with AVDC and the following was discussed. Clubs will need to sign the terms and conditions once the website is up and running fully. AVDC to put on their website which club is playing where by the Thursday, Press Secretary to update ADL website for the Friday. Peter Rice to accompany O’Connells for pitch inspections when necessary, Mike Dobson deputising. Clubs must pay for their pitches by close of business Tuesday. AVDC currently chase clubs who have not paid, in the future they will not chase meaning clubs will not have a pitch prepared. Eventually clubs will be able to book a pitch online 24/7.

* Suspension list – Secretary unable to get hold of B&B to discuss.

* Reasons for delaying transfers – clubs may only hold back transfer forms if the player/s concerned owe the club fines from cautions etc. Signing on fees etc will not be accepted as an excuse to delay a transfer.

* The Aylesbury RA have sent copies of an objectionable Facebook page to the County FA for their comments / action.

* League jackets – quote received for £600. Second sample to be obtained before a decision is made.

* Photo ID – League Registrations to be asked to attend January meeting.

 
Correspondence :

* Bucks CC FC – querying referee fees for ADL league and cups. Secretary to respond.

* Ludgershall FC – query relating to teamsheets. Secretary to respond.

* Quainton FC – query relating to the transfer of Johnathan Patel. It was agreed that as the player had not played any matches for Aylesbury Wanderers then his registration with St Johns Magnets was in order and he was clear to play for this club. The Registration Secretary apologised for not picking up on this before. (See note above re player transfers).

Treasurer’s Report :

* Income since last meeting £650 (fines £250, FA funding for laptop £400). Expenditure £213 (telephone). Balance now stands at £18,422 with club deposits of £5,450.

* Outstanding fines from Bierton and Aylesbury Wanderers.

Fixture Secretary’s Report :

* The following information was taken from the referees copies of teamsheets. 26/11 Late kick off – P&IC to be fined £5.

26/11 Late confirmation with official – Thame Town to be fined £10.

24/10 Late kick off - FC Bedgrove to be fined £5.

5/11 The drinking of alcohol close to the field of play at Wingrave FC. Secretary to write to Wingrave.

12/11 No team sheet handed to referee prior to kick off – Wendover to be fined £10

* Cancelled Matches

5/11 Aylesbury Dynamos v St Johns Magnets. St Johns Magnets did not field a team. Match awarded to Aylesbury Dynamos and St Johns Magnets to be fined £50. St Johns Magnets also to reimburse Aylesbury Dynamos for the pitch hire.

There then followed a discussion regarding why St Johns Magnets Reserves played on the same day that the first team did not. An account from St Johns Magnets had been received. The decision reached was that the match between St Johns Magnets Reserves and Oving would be awarded to Oving and St Johns Magnets fined £25. Tony Skeggs did not take part in the discussion or included in the decision making.

3/12 Bierton Res v St Johns Magnets. Bierton unable to raise a side. Match awarded to St Johns Magnets and Bierton fined £25.

* Abandoned Match

26/11 Bucks CC Res v Tring Bell Titans. Due to injury to player, match to be rescheduled.

* Secretary to write to Pete Healy of St Johns Magnets to outline why League cannot consider his club to be a ‘two club’ club.

* There are approximately 50 games per division to be scheduled. The draws for the next round of the Reserve Cup and the Tom Sparkes League Cup took place (see website for details) and the quarter final draws for the Field Shield and Sheffield Jackman will take place in January.

Any other Business :

* Your Game is an article from the FA which outlines the duties of all club / league officials. May be useful to new clubs especially.

* A reminder to all clubs that if a player requests a second transfer in the same season, he can only be transferred back to his original club. This is an FA rule.

* Would the ADL consider becoming a feeder league as Premier Division contains some strong clubs? Secretary to approach County FA to make initial enquiries.

* Peter Rice met with Bierton FC to discuss outstanding debts and the general running of the club. Agreed to allow Bierton to settle outstanding debt at an agreed amount per month but total debt must be cleared by the AGM. Copy of agreement to be sent to County FA once decided and agreed upon.

Peter Rice to set up a meeting with Claire Jones from AVDC re pitches.

Secretary to ask County if there is a concise suspension list available to view.

Fixture Secretary’s Report :

Bierton Reserves cancelled match v Haddenham 8th October 2011. Bierton to be fined £25 and match awarded to Haddenham. Bierton to be also fined for not confirming match with referee and opposition (£10 each), for not advising postponement to Referees Secretary Fixtures Secretary and Press/Results Secretary (£10, £10 and £20). Bierton Reserves also to be asked to pay referees fee who travelled to the game (£30).

THERE WILL BE NO FIXTURES ARRANGED FOR CHRISTMAS EVE AND NEW YEARS EVE.

   Referee Secretary’s Report :For several weeks now we have more referees available to officiate than we have matches We have received only two complaints from clubs about referees. Both have been duly noted.

Any Other Business :

Following an alleged racial comment made in the St Johns Magnets Reserves match with Aylesbury Park Rangers on 8th October, both clubs attended an emergency meeting held at Dayla Ltd, Aston Clinton on Wednesday 17th October. Both clubs put forward their cases and, having received the referees report, the Committee was not able to ascertain whether there was a case to answer to or not. Aylesbury Park Rangers were advised to take the matter further with the correct authorities if they felt they needed to.

League Jackets for ADL officials to be looked into in order for them to be recognisable at League finals.

Kevin Saw to ask County FA if RA members could be assessed once a season.

Photo ID. This process to be restarted for commencement next season.

Rule changes. Clubs to be asked to start thinking about proposed rule changes for next season and to contact Secretary with proposals.

Next meeting Wednesday 7th December 2011.

Mark Neill from Aston Clinton FC attended a meeting with the Committee with view to a proposed return to football in the ADL following a suspension imposed by the League. This followed an incident in a league match in January 2011. He was represented by other officials of the club.

Mark Neill said he had not realised the seriousness of the incident and that it was totally out of character. He had to face disciplinary action at work where he is employed by RAF High Wycombe and he was also banned from Aston Clinton FC . He felt he had served his punishment and was ready to return to football.

After discussing the matter the Committee agreed to allow Mark Neill to sign on for Aston Clinton but he was told in no uncertain terms that a reoccurrence of such an incident would result in a life ban.
